Isaack Okwaro Nyagweso is a seasoned GIS Analyst and Developer with over 15 years of experience delivering geospatial solutions across transportation, environmental management, energy infrastructure, land tenure, and public health sectors. He currently serves as a GIS Developer at the Massachusetts Department of Transportation, where he contributes to the development and maintenance of advanced GIS web applications using ArcGIS Experience Builder, React, and ArcGIS JavaScript API. His work supports critical spatial data services and decision-making tools for transportation planning and infrastructure management.
Prior to his current role, Isaack held GIS leadership positions on major renewable energy initiatives, including offshore wind projects with Ocean Winds North America and Mayflower Wind Energy. In these roles, he led the development of GIS databases and web mapping applications, integrating platforms such as QGIS, AutoCAD Civil 3D, ArcGIS Pro, ASP.NET MVC, and PostgreSQL. His expertise supported environmental permitting, transmission routing, and site characterization through geospatial data analysis and visualization.
Isaack’s career also spans impactful roles in international development, including projects with UN-Habitat, the World Bank, and NGOs like JHPIEGO and FHI. His work involved land administration system design, training government officials, environmental impact modeling, and developing GIS-enabled health and land information systems. His technical arsenal includes Python, R, .NET, SQL Server, OpenLayers, and cloud platforms like Azure and AWS—tools he employs to build scalable and interactive spatial applications.
Isaack holds two master’s degrees from Clark University, in Geographic Information Science and Data Analytics, and a bachelor’s in Land Surveying from the University of Nairobi. With a deep commitment to geospatial innovation, he bridges traditional surveying practices with modern software development, enabling data-driven solutions in diverse and complex environments. His multidisciplinary background and global project portfolio make him a trusted expert in applying GIS to real-world challenges.

His experience developing land information systems, urban planning tools, and health mapping applications for vulnerable populations positions him uniquely for refugee and immigrant advocacy.
